「～を話題として」「～について」の意味で使われる。様々な立場、方向から意見を述べたり、争いなどが起きていると言いたいときに使う。

[補足]
「～をめぐって」「～をめぐる」の後ろに来る言葉は「議論、争い、話し合い、対立、けんか」など、一人ではできない動作を表す言葉が使われる。
